THIS HOUSE BELIEVE THAT NATIONAL SOCIAL SECURITY SYSTEM WILL NOT BE EFFECTIVE

Definition:

National Social Security System is the system which carried out by Social Security Organizer Agency or BPJS ( we call it in Indonesia) based on the mutual cooperation to generalize the life standard for all Indonesian. Social Security Organizer Agency of Health (BPJS Kesehatan) is formed by legal agency to carry out health surety program (JKN).

Limitation:

The opening government has limited the case only about National Social Security System of health.

Arguments:

·         Proposition: this house believe that the national social security system will not be effective.

We agree with this statement. It is not fair because in some cases, the poor people of this program’s participant have treated badly. It also makes discriminative between poor people and rich people. By becoming the participant of this program, the formal officer should pay the premium (iuran) from salary reducing. If they late to pay, they must pay the fine 2% from the premium. While the ministers get the health treatment of international hospital by using those money, so it is very harmful for the citizen of Indonesia.

·         Opposition: this house believe that the national social security system will not be effective.

We disagree with this statement. National social security system is not discriminative because this system based on the mutual cooperation. This is the substance of national social security system that has been stated in constitutive 1945. The priority if this program is for poor people who don’t be able to get the health secure. The health treatment’s cost is very expensive and there are many poor people out there who need our help to pay the health treatment. So, we should continue this program to create the prosperity of Indonesia.

NATIONAL SOCIAL SECURITY SYSTEM (BPJS)

In Indonesia, there are four kinds of National Social Security System (BPJS) namely PT. Taspen, PT. Asabri, PT. Jamsostek, and PT. Askes. This essay will focus on health service that is held by BPJS. This essay will tell about the effectiveness or not they serve society.

The uneffectiveness of BPJS are :

1.   For the low economic society get bad service in hospital even use BPJS card.

2.   It could be hard for low economic society if they must pay a payment every month, because with less money they still need to pay while they have many necessary.

3.   The doctor get a lot of profit because if there is no any patient of the BPJS member who are sick. They still get additional money (salary) every month for the service from the government.

4.   Hospital need more supply of medicine from BKN / BPJS. After BPJS operate the medicine, the medicine is not free.

And these are the effectiveness of BPJS:

1. The payment of BPJS is not more than the price of a pack of cigarette. Therefore the informal worker side such as seller, drivers, fisherman, and hard worker. They can be BPJS member. For example, the government give JKN card for poor people. The requirement is easy. People just need to bring fotocopy of family card, ID card, and pas photo 3x4 cm and fill a form. And then, people just need to pay a premi 25.500 for class III, 42.500 for class II, and 51.500 for class I per month everypeople. It is so cheap. This card also give all payment of outpatient or even hospitality include medicine, blood, doctor visit, and room are already include in payment JKN card membership. So that's why BPJS is effective and efficient, and reach all of society now.

2. BPJS gives social right to low economic society for getting facilities and health services well such as health service well, get good quality medicine, and get dispensation fee are provided in UU No. 40 year 2004 & UU No. 24 year 2011. All indonesian citizens and foreigners who have lived in Indonesia for a minimum of six months shall be a member of BPJS. This is corresponds to article 14 UU BPJS.

3. BPJS has done the activities of Social Security Operational effectively and efficiently. So, it can reach all of society now.

4.Produce good and healthy young generation with the low of death rate especially in productive age because of illness and disease, so it can increase productivity rate in our country. So that's why BPJS give a lot of benefits for our citizen and bring Indonesia to the better future.
